Program Evaluation in Criminal Justice
Required Short Essays (15 points each): (Each answer should be in several well-integrated,
well-organized paragraphs, which include complete sentences)
1. Describe in detail, the logic of an outcome evaluation that makes use of a traditional two
group, randomized experiment. Specifically, what does this evaluation design attempt to
do in order to answer the central question of program effectiveness? In addition, describe
each of the following threats to internal validity (selection bias, maturation and history
effects) and discuss in specific detail how an experimental design can control for these
potential threats.
2. Describe in detail the three possible Accounting Perspectives an evaluator may use
when conducting a Cost-efficiency analysis. Be sure to fully discuss the strengths and
weaknesses of each Accounting Perspective compared to the others. Then, choose and
describe two techniques (providing as concrete an example as possible for each) used to
monetize outcomes associated with criminal justice programs; and clearly argue why one
of the two is the “best” and one the “worst” way to monetize costs and benefits of CJ
programs.
